We chose that definition, because from the experience of freelancers we know, that it can be hard to get a job without these badges as it is harder for a client to assess the skill level of a new freelancer on Upwork. It is important to note that a portion of new freelancers on Upwork will reach the "high quality" criteria over time. In addition that definition does not capture all "high quality" freelancers as some good people do not optimize their profiles for Upwork badges.
